If you own a home in Denver, you may have heard the city wants to allow more than one home on many residential lots. That Denver zoning proposal has now been narrowed. As Denverite reported on September 28, the city’s planning department has scaled back “Unlocking Housing Choices,” its plan to add more missing middle housing across the city. It still needs City Council approval before anything changes.
Missing middle housing means duplexes, triplexes and fourplexes. The original plan would have let homeowners build these on residential lots citywide, as long as they met certain criteria. Nobody would have been required to change anything. Owners would simply have had the option to add units.
The plan aimed for about 2,000 new homes a year. Much of that was meant for younger, first-time homebuyers trying to get into the Denver housing market.
The city says the changes respond to public concerns and line up with Blueprint Denver, its land use and transportation plan. Planners also acknowledged pushback from City Council. “Ultimately our charge is to bring something forward that we can get adopted,” said city planner Rob Elsasser.
Right now, no. Denver’s zoning rules stay the same until City Council votes. The planning department won’t bring the proposal to the 13-member council until spring at the earliest.
If the plan passes as written, it comes down to location:
The city’s project page is the best place to check where those boundaries fall.
Some options are already open to every Denver homeowner:
Middle housing sits between single-family homes and large apartment complexes. Right now it makes up just 10% of Denver’s housing inventory. That small share is a big reason this debate matters here.
The proposal has also become a talking point in an upcoming special election for a council seat, so expect to hear more about it in the months ahead.
Whether or not your home is near a transit corridor, Denver already has duplexes, triplexes and fourplexes you can buy and live in today. That’s the idea behind our 4-3-2-1 House Hacking Playbook:
Because you live in each property, eligible buyers may qualify for owner-occupied financing with as little as 5% down. That depends on your lender, credit, savings and the property itself, and each purchase has to be your real primary residence. Small multi-unit buildings make up a small slice of Denver’s housing. Buyers who learn how to own them now will be well positioned for whatever the city decides next.

Most Denver homeowners know to change the furnace filter. Fewer know about the quick, little-known jobs that protect your home’s value the most. Here’s our Colorado winter home checklist, starting with the ones people skip.
If you own rental property in Denver, one frozen pipe can mean repairs, a displaced tenant and lost rent all at once. A few extra steps help protect your cash flow.
